Israeli Defense Minister Israel Katz said that Israel is ready to relocate residents of the Gaza Strip by sea and air.
The implementation of the plan depends on the approval of the United States, which will be given if Hamas does not fulfill its obligations.
The Israeli minister argued that the relocation plan is the subject of ongoing discussions and has not been abandoned by the American side.
Under international law, the forced displacement of a civilian population is considered a war crime.
Israel is ready to relocate residents of the Gaza Strip from the war-torn Palestinian enclave if the United States gives the green light, the Israeli defense minister said on Monday, speaking of transfers “by sea and by air.”
“In the end, there is no real solution for Gaza without this migration” of its population, Israel Katz told a conference organized by the Israeli news website Ynet.
Last year, U.S. President Donald Trump proposed “cleansing” Gaza by transferring its roughly two million residents to countries such as Egypt and Jordan, before backing down in the face of public outcry over the proposal.
According to Katz, Trump “has not abandoned his idea, he has simply frozen it” in the face of pressure from Arab countries. “But the plan has not been abandoned, it is the subject of ongoing discussions, even now,” the Israeli minister argued. Without specifying his source, Katz also claimed that “80% (of Gazans) want to leave” but Hamas “is preventing them.”
The Israeli government is “organized and ready to transport them by sea, by air, by any means possible,” he added.
“But for this to happen, we need the United States. When will they give their approval? When it becomes clear that Hamas is not fulfilling its obligations” in the negotiations around the peace plan supported by the United States, he continued.
Katz has been advocating such a measure for months, presented as voluntary emigration of Gaza residents.
Bezalel Smotrich, the far-right Israeli finance minister, proposed in February that the measure be extended to Palestinians in the West Bank.
The forced displacement of a civilian population is a war crime under international law.
In Gaza, most residents were displaced by the devastating war that Israel launched after unprecedented Hamas attacks on October 7, 2023, which killed more than 1,200 people on Israeli soil.
Over the past three years, more than 73,000 people have been killed by the Israeli army in Gaza, according to the Gaza Health Ministry, which is under Hamas control and whose figures are considered reliable by the United Nations.
