Specifically, the bill, entitled “Turkey Human Rights Promotion Act of 2026”, was introduced in the House of Representatives by Democratic Greek-American Representative Dina Titus, while a corresponding proposal was submitted to the Senate by Democratic Senator Ed Markey.
The initiative provides for restrictions on certain forms of US security assistance to Ankara, unless the Secretary of State certifies that the Turkish government has made substantial reforms that will last and be consistent.

Specifically, the bill stipulates that funds for Turkey under the Foreign Military Financing, Foreign Military Sales, and other security assistance programs cannot be committed or spent unless specific conditions are met.
These include demonstrable steps to reduce the number of political prisoners and prisoners of conscience, as well as the release of those detained solely for the peaceful exercise of their rights.
The Turkish government should also have curbed the abusive application of anti-terrorism and disinformation laws to criminalize peaceful expression, political action, and participation in organizations.
The bill also requires Turkey to comply with binding judgments of the European Court of Human Rights, including those concerning activist Osman Kavala and Kurdish politician Selahattin Demirtaş.
At the same time, Ankara is asked to end the systematic practice of transnational repression, that is, actions by which state actors target critics of the Turkish government or individuals exercising fundamental freedoms abroad.
The proposed ban is not absolute. The Secretary of State will be able to grant an exception on a case-by-case basis, if he determines that continued assistance or cooperation serves a vital national security interest of the United States.
In such a case, he must inform the relevant Congressional committees, justify his decision, and describe the efforts of the US government to promote the envisaged reforms in Turkey.
The bill establishes as United States policy the application of pressure on Turkey to comply with its democratic and international obligations.
In separate, non-binding provisions, Congress also expresses its position in favor of protecting press and Internet freedom, the independence of the judiciary, and the unhindered practice of law.
At the same time, the bill expresses the position that, if the Turkish government does not take immediate effective action, the President of the United States should consider imposing sanctions under the Global Magnitsky Act on Turkish officials who are considered responsible for or complicit in serious human rights violations.
These violations include the politically motivated detention of journalists and others, arbitrary prosecutions, and restrictions on freedom of expression.
Accordingly, the bill calls on the US government to consider imposing visa restrictions, within the framework of the policy known as the “Khashoggi Ban”, on individuals who are alleged to have directly participated in serious acts of repression of dissidents outside Turkish borders.
These restrictions could, where appropriate, also extend to their family members.
In this context, it is envisaged that the State Department and the US Agency for International Development will be called upon to strengthen support for independent journalists, media outlets and civil society organizations in Turkey.
Support will also concern organizations that document human rights violations or provide legal and other assistance to victims of politically motivated persecution.
Annual Report to Congress
The proposal provides for an annual report to Congress for a period of five years, with the first report to be submitted within 180 days of the law’s entry into force.
The report would include, among other things, the number and legal status of political prisoners, the conditions of their detention, restrictions on freedom of expression and the press, the repression of opposition parties and figures, and incidents of transnational repression.
It would also examine the possible use of US-origin goods, services, or technologies for surveillance, censorship, or other serious rights violations, as well as sanctions or visa restrictions imposed by the US government.
“Turkey is a NATO ally, but that alliance comes with obligations, such as adherence to democratic norms and respect for human rights, which Turkey is failing to fulfill,” said Representative Dina Titus (D-CA).
The Democratic congresswoman accused Recep Tayyip Erdogan’s government of jailing political prisoners and journalists, prosecuting lawyers, and using vague anti-terrorism laws to target religious and ethnic minorities in recent years.
Criticism of Trump’s policy toward Ankara
For his part, Senator Ed Markey criticized the Trump administration’s policy toward Ankara, arguing that the Turkish government continues to imprison journalists, political activists, and members of minority communities.
The findings accompanying the bill state that, following the 2016 coup attempt, the Turkish authorities dismissed or suspended more than 60,000 police and military personnel, around 125,000 civil servants and almost a third of the judiciary.
Finally, the bill cites an estimate by the organization Prison Insider that around 43,000 political prisoners remain in Turkish prisons.

Τη σύνδεση της αμερικανικής βοήθειας ασφαλείας και των στρατιωτικών πωλήσεων προς την Τουρκία με μετρήσιμη πρόοδο στα ανθρώπινα δικαιώματα και στο κράτος δικαίου προβλέπει νομοθετική πρωτοβουλία που κατατέθηκε στα δύο σώματα του αμερικανικού Κογκρέσου.
Συγκεκριμένα, το νομοσχέδιο, με τίτλο «Turkey Human Rights Promotion Act of 2026», παρουσίασε στη Βουλή των Αντιπροσώπων η Δημοκρατική Ελληνοαμερικανίδα βουλευτής Ντίνα Τάιτους, ενώ αντίστοιχη πρόταση κατέθεσε στη Γερουσία ο Δημοκρατικός γερουσιαστής Εντ Μάρκι.

Ειδικότερα, το νομοσχέδιο ορίζει ότι δεν θα μπορούν να δεσμεύονται ή να δαπανώνται κονδύλια για την Τουρκία στο πλαίσιο της Εξωτερικής Στρατιωτικής Χρηματοδότησης, των Πωλήσεων Στρατιωτικού Υλικού σε Ξένες Χώρες και άλλων προγραμμάτων βοήθειας ασφαλείας, εάν δεν πληρούνται συγκεκριμένες προϋποθέσεις.
Σε αυτές περιλαμβάνονται αποδεδειγμένα βήματα για τη μείωση του αριθμού των πολιτικών κρατουμένων και των κρατουμένων συνείδησης, καθώς και η απελευθέρωση όσων κρατούνται αποκλειστικά για την ειρηνική άσκηση των δικαιωμάτων τους.
Η τουρκική κυβέρνηση θα πρέπει επίσης να έχει περιορίσει την καταχρηστική εφαρμογή της αντιτρομοκρατικής νομοθεσίας και των νόμων περί παραπληροφόρησης για την ποινικοποίηση της ειρηνικής έκφρασης, της πολιτικής δράσης και της συμμετοχής σε οργανώσεις.
Το νομοσχέδιο θέτει ακόμη ως προϋπόθεση τη συμμόρφωση της Τουρκίας με δεσμευτικές αποφάσεις του Ευρωπαϊκού Δικαστηρίου Δικαιωμάτων του Ανθρώπου, περιλαμβανομένων των αποφάσεων που αφορούν τον ακτιβιστή Οσμάν Καβαλά και τον Κούρδο πολιτικό Σελαχατίν Ντεμιρτάς.
Παράλληλα, ζητείται από την ‘Αγκυρα να τερματίσει τη συστηματική άσκηση διακρατικής καταστολής, δηλαδή ενέργειες με τις οποίες κρατικοί φορείς στοχοποιούν στο εξωτερικό επικριτές της τουρκικής κυβέρνησης ή πρόσωπα που ασκούν θεμελιώδεις ελευθερίες.
Η προτεινόμενη απαγόρευση δεν είναι απόλυτη. Ο υπουργός Εξωτερικών θα μπορεί να χορηγεί εξαίρεση κατά περίπτωση, εφόσον κρίνει ότι η συνέχιση της βοήθειας ή της συνεργασίας εξυπηρετεί ζωτικό συμφέρον εθνικής ασφάλειας των Ηνωμένων Πολιτειών.
Σε αυτή την περίπτωση θα πρέπει να ενημερώνει τις αρμόδιες επιτροπές του Κογκρέσου, να αιτιολογεί την απόφασή του και να περιγράφει τις προσπάθειες της αμερικανικής κυβέρνησης για την προώθηση των προβλεπόμενων μεταρρυθμίσεων στην Τουρκία.
Το νομοσχέδιο καθορίζει ως πολιτική των Ηνωμένων Πολιτειών την άσκηση πίεσης προς την Τουρκία για την τήρηση των δημοκρατικών και διεθνών υποχρεώσεών της.
Σε χωριστές, μη δεσμευτικές διατάξεις, εκφράζεται επίσης η θέση του Κογκρέσου υπέρ της προστασίας της ελευθερίας του Τύπου και του Διαδικτύου, της ανεξαρτησίας της Δικαιοσύνης και της απρόσκοπτης άσκησης του δικηγορικού λειτουργήματος.
Παράλληλα, το νομοσχέδιο εκφράζει τη θέση ότι, εάν η τουρκική κυβέρνηση δεν λάβει άμεσα αποτελεσματικά μέτρα, ο πρόεδρος των Ηνωμένων Πολιτειών θα πρέπει να εξετάσει την επιβολή κυρώσεων βάσει του νόμου Global Magnitsky σε Τούρκους αξιωματούχους που θεωρούνται υπεύθυνοι ή συνένοχοι για σοβαρές παραβιάσεις ανθρωπίνων δικαιωμάτων.
Στις παραβιάσεις αυτές περιλαμβάνονται η πολιτικά υποκινούμενη κράτηση δημοσιογράφων και άλλων προσώπων, οι αυθαίρετες διώξεις και οι περιορισμοί στην ελευθερία της έκφρασης.
Αντίστοιχα, το νομοσχέδιο καλεί την αμερικανική κυβέρνηση να εξετάσει την επιβολή περιορισμών θεωρήσεων εισόδου, στο πλαίσιο της πολιτικής που είναι γνωστή ως «Khashoggi Ban», σε πρόσωπα που φέρονται να συμμετείχαν άμεσα σε σοβαρές ενέργειες καταστολής αντιφρονούντων εκτός των τουρκικών συνόρων.
Οι περιορισμοί αυτοί θα μπορούν, κατά περίπτωση, να επεκτείνονται και στα μέλη των οικογενειών τους.
Σε αυτό το πλαίσιο, προβλέπεται ότι το Στέιτ Ντιπάρτμεντ και η αμερικανική Υπηρεσία Διεθνούς Ανάπτυξης θα κληθούν να ενισχύσουν την υποστήριξη προς ανεξάρτητους δημοσιογράφους, μέσα ενημέρωσης και οργανώσεις της κοινωνίας των πολιτών στην Τουρκία.
Η υποστήριξη θα αφορά ακόμη οργανώσεις που καταγράφουν παραβιάσεις ανθρωπίνων δικαιωμάτων ή παρέχουν νομική και άλλη βοήθεια σε θύματα πολιτικά υποκινούμενων διώξεων.
Υποβολή ετήσιας έκθεσης προς το Κογκρέσο
Η πρόταση προβλέπει την υποβολή ετήσιας έκθεσης προς το Κογκρέσο για περίοδο πέντε ετών και ότι η πρώτη έκθεση θα πρέπει να υποβληθεί εντός 180 ημερών από την έναρξη ισχύος του νόμου.
Στην έκθεση θα καταγράφονται, μεταξύ άλλων, ο αριθμός και το νομικό καθεστώς των πολιτικών κρατουμένων, οι συνθήκες κράτησής τους, οι περιορισμοί στην ελευθερία της έκφρασης και του Τύπου, η καταστολή κομμάτων και στελεχών της αντιπολίτευσης και τα περιστατικά διακρατικής καταστολής.
Θα εξετάζεται επίσης η ενδεχόμενη χρήση αγαθών, υπηρεσιών ή τεχνολογιών αμερικανικής προέλευσης για παρακολούθηση, λογοκρισία ή άλλες σοβαρές παραβιάσεις δικαιωμάτων, καθώς και οι κυρώσεις ή οι περιορισμοί θεωρήσεων που επέβαλε η αμερικανική κυβέρνηση.
«Η Τουρκία είναι σύμμαχος στο ΝΑΤΟ, αλλά αυτή η συμμαχία συνεπάγεται υποχρεώσεις, όπως η προσήλωση στους δημοκρατικούς κανόνες και ο σεβασμός των ανθρωπίνων δικαιωμάτων, τις οποίες η Τουρκία δεν εκπληρώνει», ανέφερε η βουλευτής Ντίνα Τάιτους.
Η Δημοκρατική βουλευτής κατηγόρησε την κυβέρνηση του Ρετζέπ Ταγίπ Ερντογάν ότι τα τελευταία χρόνια έχει φυλακίσει πολιτικούς κρατουμένους και δημοσιογράφους, έχει ασκήσει διώξεις εναντίον δικηγόρων και έχει χρησιμοποιήσει ασαφείς αντιτρομοκρατικές διατάξεις για τη στοχοποίηση θρησκευτικών και εθνοτικών μειονοτήτων.
Κριτική στην πολιτική Τραμπ απέναντι στην Άγκυρα
Από την πλευρά του, ο γερουσιαστής Εντ Μάρκι άσκησε κριτική στην πολιτική της κυβέρνησης Τραμπ απέναντι στην ‘Αγκυρα, υποστηρίζοντας ότι η τουρκική κυβέρνηση συνεχίζει να φυλακίζει δημοσιογράφους, πολιτικά ενεργά πρόσωπα και μέλη μειονοτικών κοινοτήτων.
Στις διαπιστώσεις που συνοδεύουν το νομοσχέδιο αναφέρεται ότι, μετά την απόπειρα πραξικοπήματος του 2016, οι τουρκικές αρχές απομάκρυναν ή έθεσαν σε διαθεσιμότητα περισσότερα από 60.000 στελέχη της αστυνομίας και των ενόπλων δυνάμεων, περίπου 125.000 δημοσίους υπαλλήλους και σχεδόν το ένα τρίτο του δικαστικού σώματος.
Τέλος, το κείμενο του νομοσχεδίου επικαλείται εκτίμηση της οργάνωσης Prison Insider, σύμφωνα με την οποία περίπου 43.000 πολιτικοί κρατούμενοι παραμένουν στις τουρκικές φυλακές.
